Despite large belief, Stephanie's role in WWE is not as large as many make it out to be. While she does serve as an "administrator" of sorts for the writing team and often is a leader at meetings, all angles are approved by Vince McMahon and he has final say in booking.
Additionally, we broke the news a while back that Stephanie was pushing for an angle with Sable, to heighten her television role. Where such an angle could be interesting, and is likely if Stephanie wants it for obvious reasons, one has to wonder how beneficial it could be to ratings, as the Sable/Torrie program has been a significant portion of most SmackDown episodes recently, and has failed to draw. Thus, Sable (and Torrie) is not a huge draw, and Stephanie has proven likewise time after time.
